Parts of Kingsport will experience low water pressure or total outages today. City crews are making new water line connections in the areas of Rock Springs, Cox Hollow, Poplar Grove and Blakely Drive. The city is asking residents to turn off water heaters. Motorists are advised to use caution in those areas. (jb)
