Shell Sent To Mental Institution
A man accused of shooting to death a Johnson City lawyer and an insurance agent has been found incompetent to stand trial. Walter Shell is said to have shot and killed former Judge John Goodin and Trey Kiser in Goodin's law office in 1999. He has been in a mental institution since then because of competency issues. Judge Jerry Beck ordered Shell to Moccasin Bend in Chattanooga until he becomes competent or until his death. (jb)
