A Kingsport woman has been arrested after one of her children was seen hanging out of a second story window at her apartment. 30 year old Jeanette Norman was found passed out, and her apartment littered with trash, food and pill bottles. A small tin of marijuana was accessible to her three small children. Knives, scissors and razors were found. (jb)
