A Kingsport woman has been arrested after one of her children was seen dangling out of a second story window at her apartment. 30-year old Jeanette Norman was found passed out in her apartment, which was littered with trash, food and pill bottles. A small tin of marijuana was accessible to her three small children, Knives, scissors and razors were also found. (ha)
