Tennessee Forestry officials are urging people to refrain from outdoor burning until the dry conditions improve. The Tri-Cities region received just a little over an inch of rain in June. Even though there is not a fire ban in effect, Tennessee Code holds property owner's responsible for the costs of putting out fires. (jb)
