Inmates Claim Discrimination
Eleven Virginia inmates who claim prisoners are being illegally denied parole have been turned down by a federal appeals court. A panel of the 4th U.S. Circuit Court of Appeals yesterday rejected the allegation that the Virginia Parole Board fails to consider a variety of factors, including an inmate's rehabilitation and conduct in prison.
