Johnson City police and the Department of Children's Services have arrested a husband and wife for child neglect. It was discovered that Ronnie and Connie McCall's three children were living in deplorable conditions. Their six year old daughter had ring worm, flea bites, and head and body lice. Her teeth had decayed to the point that her bottoms gums were exposed. The McCalls were arrested and charged with Child Abuse and Neglect. Bond is set at 30 thousand dollars. (jb)
