A grand jury has cleared the Kingsport Police Department in the fatal shooting of a Mount Carmel man. They determined that the use of lethal force was justified in the May 12th incident where officers shot and killed 47 year old Ernest Lynn France. He was stopped by officers after they received a be on the look out for him from Hawkins County. France failed to comply with officers commands, and after a 34 minute standoff pointed a gun at the officers. (jb)
