A Carter County man has been arrested for kidnapping and raping a relative. 66 year old Leonard Rosco Winters is said to have beaten and choked the woman before raping her. She was able to escape two days later and reported the crime to police. Winters is no stranger to law enforcement. He was convicted in 1986 of second-degree murder in a traffic accident in which a woman was killed. He served a 15 year sentence in that case. (jb)
