Investigators of the Johnson City Police Department arrested a Dyer street resident. Leslie Ann Foster confessed to the Statutory Rape charges involving a 16 year old Johnson City youth. Foster provided a statement to Investigators admitting to a sexual relationship with the minor that she claims was consensual sex with the juvenile on at least five occasions. Foster was charged with Five Counts of Statutory Rape and was held at the Washington County Detention Center in lieu of a 50-thousand dollar bond.
