Scott County, Virginia delegate Terry Kilgore has introduced legislation that would strictly enforce penalties against people who make meth in front of children. The bill will prohibt anyone 18 year old or older from allowing children to be present in the same dwelling where methamphetamines are being made or processed. (jb)
