Legislation that would have scrapped Virginia's winner-takes-all method of apportioning its 13 electoral votes in presidential elections is dead. The Senate Privileges and Elections Committee voted 11-4 to kill Republican Sen. Bill Carrico's measure despite an effort to amend it on-the-fly to make it more palatable.
