Johnson City police have charged a man with theft of property after he tried to steal power tools from Lowes. Loss Prevention employees observed 35 year year old Matthew Kristopher Young try to get the tools out of the store. They held him until police could arrive. He is being held in the county detention center and will be arraigned today. (jb)
