A Johnson City woman has been charged with Identity Theft and Theft. 23 year old Keisha Rigsby was discovered to be using the driver's license of another woman to get refunds at a local department store. Store surveillance caught her on camera at least six different times. Rigsby was booked into the county jail under a 66 thousand dollar bond. (jb)
