A fugitive from justice was arrested in Johnson City. 27-year-old Richard J. Shelby has two warrants out of Louisiana for 1st degree murder and distribution of crack cocaine. He’s in the Washington County, Tennessee Detention Center on a $250,000 bond. Shelby will be arraigned this afternoon.
