Reports of indecent exposure at a service station near the intersection of Interstate 81 Exit 69 and State Route 394 led deputies to arrest at 28-year old woman admitted she was trying to get a better deal on the price of a used car. The owner of the car, 58-year old Gary Tipton of Kingsport and the Sullivan County woman, Crystal Frantzen admitted to prostitution, solicitation of prostitution and possession of Schedule II drugs.
