A Johnson City man wreaked havoc near the Milligan Highway early this morning. Police say Stewart Peppers broke out a vehicle window and ran. A witness called police who found Peppers a few blocks away. He was holding a gym bag with a loaded handgun, a vial with an anabolic steroid, and around 45 grams marijuana.
