Convicted Felon Caught with Gun Near JC Hot Spot
A witness helped police arrest a convicted felon for having a gun. Leonard L. Phelps was in his car in front of The Battery in Johnson City when police confronted him and asked for identification. Thatís when the officer noticed the firearm in the back seat. Phelps was a convicted felon out of Indiana for conspiracy to commit burglary. Phelps is currently held on bond scheduled to make an appearance in General Sessions Court this afternoon.
