Bad Checks
Two people have been arrested by Johnson City police on charges of felony theft and writing bad checks used for payments and to buy merchandise. 29-year-old Richard Carver and 26-year-old Judy Kiser were located during a traffic stop and arrested. The two are accused of writing the checks to several businesses both in the city and out of the area. The two had previously ran from police when they tried to execute the warrants on them.
