Owens Makes Court Appearance
A man accused of trying to hire someone to kill his uncle appeared in court on Monday. Thomas Ken T.K. Owens was appointed an attorney on Monday. A competency hearing is scheduled for November. Owens is accused of paying an undercover officer to kill Earnest Woodby, who is a minister and a Carter County deputy. Owens also faces charges in Carter County relating to exposing himself to a little girl. Owens also had a competency hearing in that case, but it was ruled while he suffered mental problems, they were not severe enough for Owens to be able to tell right from wrong, or to contribute to his own defense.
