Parents Arrested on Child Neglect Charges
A Carter County boy was found walking around his neighborhood after his father broke the front door, leaving it wide open. Neighbors saw the 7-year old child on Saturday morning with only a wet t-shirt on. The responding officer found the child’s parents after knocking on numerous doors trying to figure out where he lives. When his parents, Steve and Tracy Phillips were found, they told the officer their son was autistic and reported seeing him around 4 a.m. after Steve Phillips returned home from Johnson City Night Club. The officer noticed trash, food, dog and what appeared to be human feces on the floor. Steve and Tracy Phillips were arrested on child neglect charges, the boy was put in the care of a family member after being checked out by the Carter County Rescue Squad and the Department of Children’s Services were called to the scene.
