Former Jail Supervisor Arrested for Theft
After an investigation by the TBI, a former jail superintendent has been arrested. A grand jury indicted 58-year old Samuel Garland for skimming over $60,000 from the Johnson City Boys and Girls Club. He was being paid to supervise female inmates doing custodial work at the agency over an eight-year period. Garland was also being paid for the same work by the Johnson City Police Department. Officials say the theft took place between 2004 and 2012
